PROVINCETOWN - A 58-year-old Boston man was arrested early Saturday and charged with several sex offenses including rape of a child after park rangers reportedly discovered him having sex with a 15-year-old girl in a car in an undisclosed location in Provincetown.

The incident, according to a Provincetown police release, occurred around 2 a.m. Saturday morning. Richard David Jemmott of Boston is a convicted sex offender, according to police.

Jemmott was placed under arrest and transported to the Provincetown Police Station where he was charged with two counts of assault and battery on a person 14 or over, rape of a child, two counts of statutory rape of a child, subsequent offense and operating a motor vehicle with a suspended license.

He was held without bail and transported to the Barnstable County House of Correction until his arraignment in Orleans District Court on Monday.  During his arraignment, Jemmott was ordered held on $10,000 bail, according to police.

Police did not indicate why Jemmott was in Provincetown or how he knew the unidentified girl.

------ JEMMOTT'S ARREST IN 2005 OF ANOTHER RAPE CONVICTION ----

In 2005, Jemmott, who was trying to open an under-20 dance club in Brockton, was arrested on child rape charges following an investigation into allegations that a 14-year-old girl had been sexually assaulted.

Richard David Jemmott, then 51, was arraigne in Brockton District Court on charges of rape, where he
entered an innocent plea and was released following the court hearing. The case was continued to Dec. 1 of 2005, and Jemmott was ultimately convicted and served time. He was released about a year ago.

Jemmott was arrested by Detective George Almeida at The Club 508 at 684 Crescent St. after authorities obtained a warrant for his arrest. Then Ward 5 City Councilor Dennis DeNapoli, a critic of the club, said the
arrest put a stop to plans to open the Crescent Street club. He was quoted then saying: "The door has been closed on the 508 Club. There is no way this gentleman will open this club."

Lt. John Crowley, chief of detectives, said the arrest came on the heels of an investigation into allegations that a teenage girl had been sexually assaulted.

Police launched the investigation early in 2005 after a 16-year-old girl disclosed she had been sexually assaulted in 2003 by a man at a friend's home. The girl was 14 at the time of the alleged assault, authorities said.

Around that time, Jemmott was once considered for appointment as the manager of the Tekoah club in Brockton. He came under fire after throwing a birthday party for his son on Sept. 24 where at least 100 people attended at the club, which was not yet open and did not have any city permits.

Jemmott's plans called for The Club 508 to be open on Fridays and Saturdays during the school year from 8 p.m. to 12:30 a.m. featuring guest DJs from local radio stations. His plans called for patrons at the club to be age 14 to 20. No alcohol would have been served.
